Why a "Convergence" Programme?
Uganda’s clean-air movement is growing fast — but in silos. in rural districts — yet these actors rarely share a plan, a budget line or even a meeting calendar.
The result is overlap, contradiction and missed leverage. The Convergence programme exists to lock these actors onto shared targets, shared evidence and shared accountability. It is the connective tissue of Clean Air Network’s work.

Theory of Change
If outdoor, indoor, transport and energy actors in Uganda are convened on shared data, shared targets and a shared financing window, then the political cost of inaction rises, duplication falls, and measurable PM2.5 and household-fuel reductions follow
within the lifetime of NDP IV (2025/26–2029/30).
This dovetails with the Africa Clean Air Forum hosted in Kampala in 2023, the Climate & Clean Air Coalition’s support for Uganda’s integrated clean-cooking strategy, and the UNEP Africa-cities pledge that Kampala has already signed.

Objectives
- Convene 200+ clean-air actors annually through the Kampala Convergence Forum.
- Anchor 12 thematic working groups (transport, cooking, urban planning, health, finance, gender, youth, data, industry, monitoring, law, schools).
- Sync citizen-science sensors in 50 secondary schools and 100 trading centres.
- Pilot at least 5,000 electric boda-boda conversions with Bodawerk/GOGO, Zembo charging stations and SACCOs.
- Lift the share of Ugandan households using clean cooking from ~1% to 10% by 2030, in line with the CCAC strategy
- Establish a single, publicly-readable clean-air data dashboard covering ambient PM2.5, indoor PM2.5 and district-level LPG penetration.
Programme Pillars
Six mutually-reinforcing pillars, each led by a named partner and rolled up to one quarterly steering committee.
